    To create more housing, we need to transform the conversation from "zoning restrictions" to "zoning permissions." This session looks at how edits to the zoning code and carefully designed incentive programs have resulted in a significant increase in new home production in the city of San Diego, where we need it most, in our transit corridors and job centers. A panel discussion including local developers, city staff, and experts from a land use think tank will explore the technical changes that have led to success in housing production and highlight how procedural and political challenges may be overcome when the local development community works hand-in-hand with local government to effect positive change....
